Mona Mohanty, IRS (Civil Code: 91013), a 1991-batch officer of the Indian Revenue Service, is presently serving as the Principal Chief Commissioner of Income Tax (Madhya Pradesh & Chhattisgarh), Bhopal. She assumed charge of the office on 9 April 2026.
Born in Kolkata and hailing from Odisha, she possesses an illustrious academic background, having earned a B.A. (Hons.) from Lady Shri Ram College, followed by an M.A. and M.Phil. in History from Jawaharlal Nehru University (JNU).
With a distinguished career spanning over three decades, she has served in various important capacities across Kolkata, Delhi, Gujarat, and Uttar Pradesh. Her key assignments include Under Secretary in the Central Board of Direct Taxes (CBDT), Commissioner of Income Tax (Appeals), and Principal Commissioner of Income Tax.
Apart from her administrative achievements, she is an accomplished writer and author. An avid traveller, she has explored diverse regions of India and recently compiled her literary reflections into a published work.
Shri Bijoy Kumar Panda is an officer of 1992 Batch of Indian Revenue Service. Born on 19.07.1967, the officer has done his graduation in Science (Honours) and Masters in Personnel Management. Shri Bijoy Kumar Panda took over charge of The Director General of Income Tax(Inv.), Bhopal, on 24.07.2025. He has worked in various positions in the states of Gujarat, Odisha, Karnataka & Goa, Tamil Nadu & Puducherry. He has the rich experience of working in most of the verticals such as Assessment, Investigation, Hq.Administration, TDS, ITAT, DRP, Appeals etc. He has worked as a member of the core team for setting up of the CPC at Bangalore. The officer received National E-governance Gold Award for his contribution for operationalization of CPC for ITR processing. The officer was awarded with ‘Certificate of Appreciation’ by the Hon’ble Finance Minister for contribution in conceptualizing and implementing the exemplary initiative of “Easy Tax compliance through quality services” for which the CBDT was conferred the Prime Minister’s Award for Excellence in Public Administration. He was posted as Pr.CIT in Tamil Nadu & Puducherry region before joining as DGIT(Inv) at Bhopal on promotion.
Shri K Devarathna Kumar is an Indian Revenue Service Officer of 1992 Batch. Born in 1966, the Officer did his Masters in Biotechnology. He has Research Experience in Molecular Biology and Genetic Engineering. Prior to joining the Income Tax Department, the Officer worked as a Scientist at Industrial Toxicology Research Centre, Lucknow. Shri K Devarathna Kumar took over charge of the Chief Commissioner of Income Tax, Raipur, on 05th August 2025, prior to which he was posted at Hyderabad, Chennai, Nellore, Tirupati and Bangalore in various capacities. Shri K Devarathna Kumar has also worked in UIDAI as Assistant Director General and rendered his services in Aadhar Project Implementation, being part of field level team at Regional Office, Hyderabad. He also attended leadership training at IIM, Bangalore and participated in the Advanced Mid-Career Training Programme of IRS Officers at MDT, Gurgaon, imparting training with a special focus on 'Corporate Taxation and Advocacy Skills'. The Officer has also participated in International Module at Duke University.
Shri Ram Kumar Yadav is an officer from 2006 Batch of Indian Revenue Service. He taken over the charge of Commissioner of Income Tax (Admin & TPS), Bhopal in Madhya Pradesh & Chhattisgarh Region on 30.04.2025. In his career spanning over 17 years, the Officer has worked in various capacities in Assessment, Central, Investigation, TDS, Head Quarters, ITAT and in Faceless & JAO charges in the MP & CG and Pune Regions. Before his selection in Indian Revenue Service, Shri Ram Kumar Yadav has also worked in the State Government of Uttar Pradesh for around 9.5 years.
Dr Seem is a serving officer of the Indian Revenue Service (1992 Batch). He is medical graduate from Delhi University (1990) and law graduate from Lucknow University (2021). He is gold medalist diploma holder in Public Policy & Management from Management Development Institute, Gurugram, Haryana (2013) and is presently a part time Ph.D. scholar at Indian Institute of Technology, Delhi in the stream of Information Systems for Health Care in India. Dr Seem has also trained at IIM Ahmedabad, Chulalongkorn University (Bangkok), Duke University (North Carolina), Sciences Po, (Paris), Hertie School of Governance (Berlin) and University of Indonesia (Bali).
Dr Seem has served on inter departmental deputations at senior positions in the public systems for health care including steering the reform agenda and architectural corrections in the health sector at the National Rural Health Mission (NRHM) as Director in Ministry of Health, Govt of India. In this period, he was also leading the Advisory Group on Community Action in partnership with the Population Foundation of India.
He started and headed the “Health Systems Support Unit” at the Public Health Foundation of India where he steered the “National Initiative on Allied Health Services”. Dr Seem has also served the state Government of Delhi as Mission Director of the State Health Mission, holding additional charges of Director Health Services and as Secretary (Health & Family Welfare). He mentored the program for assured access to free essential medicines at Delhi hospitals and the Mohalla Clinics project, both widely recognized as pathbreaking public service initiatives in the health sector. The health system transformation in Delhi state, led by Dr Seem has been subject of intense academic and media attention.
